The following are the details of the position:

Key Responsibilities:
  • Create a strategic, diverse pipeline of talent while delivering high reliability, best-in-class results for on-going talent acquisition programs within Corporate Headquarters. 
  • Manage all recruiting strategic operations and overall implementation of new recruiting tactics and recommend process improvements; introduce creative leading edge recruiting techniques to enhance effectiveness of department.
  • Manage, mentor, train and develop a team on recruitment strategies/techniques; team is responsible for recruiting across a broad range of technical and non-technical openings both funded and contingent.
  • Conduct performance evaluations and salary reviews for staff and ensure company practices and standards are followed.
  • Work directly with leadership to understand business goals and determine next steps and integrate recruiting best practices and/or process improvements to further company goals.
  • Represent department to internal/external stakeholders and recommend improvements and efficiencies.
  • Plan, organize, and direct policies and programs encompassing employment and/or staffing function.
  • Communicate with managers on an on-going basis to identify and review requirements and responsiveness to organizational needs.
  • Direct management of overall resources to ensure a timely/quality response to internal customer needs, and ability of unit to support manager’s recruitment needs.
  • Liaison with Corporate Staffing Operations to manage staffing agency and other service provider relationships and contracts including job boards, social media, ATS, compliance partners, etc.
  • Produce weekly metrics-driven recruiting reports, manage background check process and employee referral program.
  • Ensure adherence to OFCCP compliance standards and determine and execute new means in which to further compliance efforts and outreach.
  • Ensure adherence to ISO 9000 standard and policies and act as audit representative for all recruiting related matters.
  • Assist in proposal process by mapping customer labor categories to company labor categories and/or review labor mapping for market reasonableness.
  • Develop and implement diversity recruitment strategies in partnership with Diversity & Inclusion.
Basic Qualifications:
  • Bachelor's degree in human resources, business administration, or related field.
  • A minimum of 10 years of experience in recruiting or Human Resources with 3 - 5 years in a supervisory or mentorship capacity, managing a recruiting function.
Preferred Qualifications:
  • Experience with multiple large, company-wide program implementations such as applicant tracking systems, new talent acquisition tools, or compliance processes.
  • Minimum of 7 years working with a wide variety of talent acquisition tools such as applicant tracking systems, sourcing tools and databases, candidate interview and screening methods, and contingent labor vendors.
  • Detail oriented and metrics driven.
  • At least 7 years’ experience working end to end recruiting processes with the ability to oversee full-life cycle recruitment processes in a global organization.
  • Experience with talent acquisition related HR practices and regulations such as OFCCP (Office of Federal Contract Compliance Programs) definition of an internet applicant, Affirmative Action Plans, VEVRAA (Vietnam Era Veterans Re-Adjustment Act), etc. with ability to translate mandated requirements into compliant policy and procedure.
  • 5 years of experience producing analytics and reports using common office tools such as Excel and PowerPoint which provide insightful, detailed information about the talent acquisition function.
  • MBA or Master’s Degree. The ability to lead, direct and mentor a highly diverse and geographically disbursed team.
  • Highly collaborative leadership style, capable of working across multiple functional areas to represent the recruiting function.
  • Strong customer focus and ability to translate the needs of the business into recruiting actions.
  • Very strong influencing skills; excellent written and oral communication skills delivered to a variety of audiences including executive leadership.
  • Strong project management skills; effective in managing competing demands.
  • Proven ability to manage a department budget.
  • Experience with People Fluent preferred.
